A simple Solution to Illegal scoopable canisters.But that's my opinion.

We all know that when we discover wrecks in space most of the goods are treated as illegal.Isn't that frustrating and pointless?
So solution is simple (for me at least) :
If the cops scan us and find out that we have a bounty because we attack or killed the owner of the canisters then a fine will be given immediately or perhaps a bounty will be added to our head and access to the station/platform will be denied.If we are clean and found our canisters in space then the goods aren't illegal and we can earn the appropriate amount by selling them.A adjustment should be considered if its a black ops mission

The problem is that the security service can't know if you will return the goods to the proper owner or sell them on a black market.

A solution to that could be being registered as a salvage operator, probably after holding a clean record long enough, being repped up enough with the local system and having a high enough trading rank. Military salvage might require slightly different requirements.

If you get a bounty on your head or get scanned with illegal goods you could lose your right to legally salvage in that system.

The only problem I can see is there's no mechanism to punish the operator for black market sales of the salvage but I guess the possibility of losing the registration might be enough.
