Horizons Elite Anaconda Bounty hunters ain't got no bounty!!!

Okay, now that I have set the tone for this post, here's the beef.

I incurred a 74k bounty somehow, I avoid them like the plague, it expired, came back, doubled and then went down to its' original value (bug reported, known issue, put in a ticket to remove it to avoid a third week with the same bounty).

The issue is that any number of the NPC bounty-hunting elite Anacondas, FDL's and what nots that I encounter only have a measly 300 Cr (even after scan) when I blow them up. I spend more in ammo than that! I don't mind the interdictions, as they usually pay off well, but the skinflint returns are a turn off and I haven't seen them this frequently before.

Common occurrence? Or is it me?

Bounty Hunters are agents of the law. They have no bounty until they attack you, then they receive the 300cr Assault bounty.
 
Well, that may be somewhat correct, but I am sure I have destroyed a fair number of them with substantial bounties. I don't have any screen shoots but some of these small bounties came from "wanted" status ships that produced a small payout. The lords of RNG at play.

I seem to have encountered an unusually high number within the last couple of weeks (I have 9 small bounties to be redeemed sitting in my transactions not cashed and at least a like number that I have cashed out just from these hunters).

When a clean ship with zero bounties attack you, and you are clean, they become wanted with a 300cr or so 'assault' bounty. If you kill them before they kill you, they dont get any bounties added so you only get the 300cr. Its not RNG, it works exactly the same for players.

How do they get a bounty on them then? Do they kill some one and move on till you find them?

Which bring to mind, I have been trading around a group of systems and getting friendly with nearly all of them.
A ship aligned with one of the groups attacked me and got trashed. I got a resonable bounty but a bit of a red line in my cordial slider.
That is why I don't do skimmer missions at the mo. I'm gonna hurt a friendly.
