can't pay my fine, I'm at a lost. please help

I gained a fine at Jameson Memorial (illegal cargo) my bad. I now have a fine to pay with Federation, however it does not show up there or anywhere near by system in Fed space.
I also tried SOL.. still doesn't show up. How (where) could I pay this?

I'm stumped.

An illegal cargo fine should be immediately payable at the issuing station.
It's under the "Contacts" option.

Edit: Although now I see your ranks, I'm sure you knew this, so I'm not sure what to suggest.

it only said Federation. but most places I go it doesn't even show on my Transaction panel.
I tried to pay it right away, but nothing under Contacts.
this is a first for me.

I have never heard of anything like that either, and if it doesn't show up in most systems you could probably ignore it or if you really want to avoid it entirely, you could buy a sidewinder and just kill yourself in that.
