Is there any non permit systems that you can purchase ships and upgrade at a reduced rate, like founders world?

Permit systems don't often come with discounts. A station in Sol has Eagles on discount, and Alioth has Asps and Orcas 20% off, but other than Founders World that's about it.

Yes. And for example imperial ships you simply won't find at all.
That is actually that big advantage of the Founder's rather than the 10% discount.

True, but if you pick the right LYR system you can find everything you need only a couple of hops away.
