Where are the luxury missions?

I think the best place to find passenger missions, like any mission, is in stations in which you are Allied with. Without appropriate local rep, you won't get offered the juicy contracts.
This is one of my biggest pet peeves - your reputation with a faction does not affect what missions or passenger contracts are available on the mission board. Low repuation will prevent you from taking on a mission, but the missions that are available are shared, not personal. Likewise rank doesn't have an effect on the roll either - you can be Elite and get all Harmless missions and vice versa.

Local Rep does affect missions and contracts, that's why many are locked behind Local Rep and why the different stages exist. Especially when it comes to pay outs, some of the bigger ones you don't even see until you are allied with a local faction. Pilot Federation Rank certainly doesn't matter anymore though and Super Power Rep only serves to increase the rate in which you gain Local Rep. As an example, a local faction may only offer you lower paying haul or courier missions at neutral rep, but that same faction may offer you higher paying illegal smuggling missions at allied rep. This can be further modified by economy type and faction state.

Local Rep is not Super Power Rep, is not Pilot Federation Rank, is not Naval Rank. One must understand the differences and the benefits of each.

Local rep affects which missions you can accept, not which missions are available on the mission board. There's a big difference there. It's not like you get allied and suddenly see missions you didn't before. You get allied and can take on missions that previously were unavailable to you.

If you are Neutral, you will see cordial missions that are locked (unavailable) sometimes, you may even sometimes see a Friendly, but you won't see missions that require Allied until you are Friendly and you can't take them until Allied. There are types of missions that are many times locked behind this Reputation system. They are not available to you on the mission board to accept or at times even see.

Feels like you are trying to argue the meaning of available at this point. If you can't take a mission, it isn't available to you and reputation is the gate to availability.
