Horizons Interdicted for security check?

Ok, so a couple of days ago, I'm mindin' my own business, searchin' for some smugglin' jobs, when I get interdicted. No orange message before the interdiction. I was empty, so I say to myself: "Well now, another blind pirate tryin' to steal the dust on my cargo bay floor."

So I submit and then target him to see who I'm dealing with, when...SURPRIZE!!! It ain't a pirate. It's the LAW!

And then I see a red message, tellin' me I was stopped for a security check and askin' me to submit to the scan. It was a federal cop.

Since when do such security checks happen? I know they can scan me in normal flight, either in combat situations or at space stations, but I never had one pullin' me out of super cruise just to check out my ugly mug. I wasn't wanted or anything.

Is this a new addition? Or was I just lucky up to now?


On a side note: I ran away from him. Heh...smuggler's reflexes. Been doin' that for too long. He didn't open fire and didn't follow me, even though he didn't get to scan me either.
 
They also don't actually scan you. I got pulled out of SC 4 times yesterday by security ships, while hunting engineer components, and a couple mentioned I was being stopped for a check before they interdicted me, but the other 2 times it came after we stopped. None of them actually scanned me. All of them popped in behind me on the scanner and simply flew away, not even approaching me.
I wonder if this action would trigger the "failed on being scanned" clause in some smuggling/passenger missions?
 
I think it happens primarily in systems that have a conflict going on, and can also be related to your reputation if there is no conflict.

But yes, it's been happening for a long time.
