Best Li Yong outfitting?

They are all basically the same at 15% discount on ships and modules. I have seen some occasional price fluctuations with the discounts, but these are generally quite minor and are usually only seen with the 20% discount from Zachary Hudson on weapon prices. The Li-Yong Rui discounts that I have seen have all been identical at 15% off.
If you mean best in terms of module availability then try EDDB's station location page, where you can specify Li Yong as the power and also your equipment needs.

In general I use Lembava/Diaguandri. It's rare I can't find what I need between the two and if I do I use EDDB and there's always what I need within 2-3 jumps.
As for armour for ships, they are only sold where the ship is sold so yup. As above EDDB is a good source for things like that

I thought only controlled systems were 15%, the rest being 10%. You can filter them in the powerplay portion of the map.
