Horizons Jumping to ... "Clean"

Jumped to a random system. Said I was clean there. Got to a station and got scanned = dead.

Apparently I had a dormant bounty there. Why does it say I'm clean in that system them? When is that message not "Clean"? Its pretty useless if it does not report that I have bounties in that system?

It's well worth finding a station that has one of the new brokers that take your bounty and fines for a small percentage (apologies I forget what they're called and also the station I found one at).
I had well over a million CR worth of unclaimed bounties and several 100k CR worth of dormant fines/bounties. I was able to clear them all in one go and get truly "clean". It costs you 25% extra to pay the fines and you get 25% less for bounty pay outs, but well worth it if you have the credits now that most of the larger stations seem capable of swatting (one-shotting) smaller ships like flies.

Agreed, find that broker. I was amazed how many fines & bounties i had on me when i checked in with the broker.

There is nothing to pay off when the bounty is in dormant status. I have to wait for the 7 day timeout before it turns into a fine. The problem was that it reported me as "Clean" while I obviously was not because of the dormant bounty. As soon as I was scanned, it turned into wanted and I was instantly killed.

So the problem is not the system itself, even though I think its messed up. The problem is the "Clean" status message when I was not.

And no, I did not have a wanted passenger.

Agreed. If the bounty is still active it should a) show up in your left panel under transactions, and b) be reported on the jump popup. Sounds like it might be a bug.
Could be worth reporting with your game logs as evidence.

Dormant bounties are displayed in the transaction tab, however if it means you're 'clean until scanned', I agree it doesn't make sense not to warn you of the risk involved.
