The prisms on the towers are rotating, so they can potentially send beams in all directions(not at the same time though). A problem is that I don't think the tower behind the small landing pad is in line of sight.
It has been a continuous itch to understand WHY this happens. Now 2.2 has dropped it might be worth another search of Merope & 5C in particular

Great job - can we get a system map - 6 C A seems like an unusual planet designation - I'd expect 6 C 1 instead.

I'm 95% sure that we can't activate the ruins.
It is much easier hide there a secret message than to make a light show.
It occurred to me this morning that the UA's were not being carried by the ship;
We know the UA's scan any ship within a certain proximity - We know the UA's are corrosive - Maybe theyre a bio weapon designed to target the ships we see in the crash site.
As to why, I don't know, just throwing it out there so as not to automatically assume that the ship was carrying the UA's.

The inclusion of Mic Turner in ED lore is a strong hint towards Thargoid activity in the Pleiades in the 3250s.
Mic Turner had a peaceful encounter with Thargoids in Pleione. The goal was to establish diplomatic relations between the Alliance and the Thargoids. The encounter ended with both him and the Thargoid mother ship being attacked and shot down by an INRA patrol.
Mic Turner was later found dead in his escapepod.
What happened after this is still unclear.
Most likely the Alliance continued their efforts and were able to meet the Thargoids again in Polaris. From there, they were taken to Miackce (aka Col 70 Sector FY-N c21-3). The operation was somehow infiltrated by INRA, who managed to bomb Miackce with a new and more potent Mycoid.
Thargoids are grounded and the Alliance forced to sign a 'Versailles treaty' banning them from having a real navy.

I have to agree with doc, perhaps the idea of a rapid deployment force to protect researchers visiting the sites from the odd "disruptors" here and there. The alien ruins and the pic tok listening post target at least were there in solo and open as well as mobius so theres always those options

Yes. However the pattern is very clear in that picture, clearer I think then any other pictuire I have seen of it. How did you get the pattern so clear, given how bright the Relic is?
