The virus can be programmed and can't be traced. What better bio-weapon you have available? And it seems like people will supply insane ammounts of that to a terrorist organisation.

Yes good question. It really seems like that the organistation wants to get rid of those Aliens (Maybe Thargoids). Why can't we just say Hi in a friendly way?

This is all strange as we do not know who has done what to whom or why, we could be in the wrong supporting this.
Because as far as i know, we already used the Virus against the Thargoids. With all that Coverup thing going on, it's only reasonable, that IF the truth would come out it would be a very bad thing.
So my guess is, this IS the counter-event and - as it says - the virus isnt tracable, it's needed to make the antidote.
Last year they wanted a crap load of explosives, now toxin, this does not sound well...

We don't even know who the target is. Thargoids is one option, but the substance could also be used as "pesticide" against any other lifeform, e.g. humans. We're not speaking of "harmless" stuff like mustard gas here, but we're talking of possibly thousands of tons of a potential bio weapon being delivered to an organisation where nobody knows about their goals and who is in control.

You might be right, they are probally not happy about what we did in the past and now in the present. Time to transport some Anti-Thargoiditus.
virocide is used to kill a virus ... meaning the virus took out the thargoid organic drives, and a virocide would kill the virus and restore the drives ... allow the thargoids to come back and make us "pay for what we did". Possible the virus hurt more thane their drives! Probably did damage to the organic thargoid being itself.
