Any sane definition of combat has the prerequisite that both parties agree to armed conflict. If only one side wants it then it is pure mugging - not combat.
I personally do not care about mugging logging.
Well.. not really, combat doesn't require an agreement, it normally occurs because of the lack of an agreement!
"mugging" or piracy, is entirely normal practice in the game world.
Randomly killing people.... well, I personally don't think it should be legitamate game play, because I tend to think if you are "roleplaying" a psycopath, then you should roleplay being inside a locked room after you make a few kills, and then land at a station. The none crazies would lock you up, that's what happens.
Generally roleplaying "monsters" doesn't work out too well in any game world where your mostly within civilised society.
But I guess that's a different conversation.
Please fix the many broken game mechanics before worrying about this misconceived issue.
