Engineers Сountermeasure against Lasers with "Phasing Sequence" effect ?

Hull "hp" and Thermal Resist, or only hull "hp" cuz - "Phasing Sequence" damage are pure against hull, i'm right?
 
Phasing sequence appears to be typeless damage dealt directly to the hull, so raw integrity is the best defense against it.
 
Yup. Get hull integrity with hull packages.

What I'm interested to know is whether they ignore armor penetration rules or not. As in, will a phasing small pulse laser do it's full damage on a cutter?

That's a good question that I actually don't have the answer to. Phasing sequence want terribly relevant yet at the time I did my armour research. Please let me know if / when you find out. I have a hunch the damage ignores the armour piercing / hardness interaction, but it's just a hunch.
 
Afaik: phasing ignores all types of dmg reductions. It deals raw damage to the hull around 10% of each shot. Hence DPS hitscan lasers.
No countermeasures available apart from raw hitpoints.
