Engineers If I'm using "cold" weapons, namely pulse lasers, then can I...

Can I safely run OC power plant & DD thrusters on a Type-6/Keelback/Diamondback Scout?

Absolutely. Many people like to over-exaggerate the heat effects of OC power plant and DD thrusters. I run both on my Corvette, along with having all my weapons overcharged. Sometimes I have to stop firing my huge multicannons for a few seconds to let things cool off, but other than that there are no heat problems.

The Type-6 won't like that too much, but it's possible of course.

To minimize the impact, see if you can spam Grade 1 Overcharged PowerPlant mods until you get a very nice Heat Efficiency secondary Bonus.
That way, you can have the best of both - just takes a bunch of rolls at the slot machine to get lucky.

Alternatively, do you think a Cobra Mk III could run this combo'?

The important question here also is, which grade of overcharged powerplant are you considering? If you go for grade one, you only need Sulphur and that is easy to get. So you can reroll it many times and at the same time even level reputation with an engineer. The actual reason to do that is that among additionall effects you can also get better heat efficiency. So if you are very lucky, you can either get an overcharged power plant with a lot of additional power and no noticeable increase in heat, or get one with a moderate gain of power and even a little better heat efficiency than an unmodified power plant.
.
That being said, in a T-6 i wouldn't worry about heat. I use dirty drives grade five and a grade one overcharged power plant on three of my ships (Python, FDL, iCourier) and haven't really been affected too negatively by it. Even fuel scooping did not get significally harder than without those modifications. The only thing to pay attention to is the weapon choice, so they don't pour excessive heat into my ships. Since a T-6 is not especially renowned for ist massive array of weapons, that again should not be a problem. For the question on the Cobra, as long as you don't plan to arm it with several beam lasers, plasma accelerators or railguns, you should also be fine. The Cobra is more forgiving to heat than an iCourier, and one beam laser even that ship can handle with the mentioned upgrades.

Ooops. I forgot you also asked for DBS and Keelback. The DBS is very forgiving on heat, so i wouldn't worry there at all. The Keelback i haven't used yet, so i can not tellf or sure, but i think as long as you use reason in selecting the weapons, you again should be fine. Yes, the Lakon transporter familiy is a bit more heat sensitive than some other ships, but as even my iCourier can handle, and as far as i know it's one of the ship with the worst heat problems, i am rather certain that you should be fine.

The only thing i would be careful would be, if you consider grade three or higher for an overcharged power plant. You'd only need that much power if you intend to carry some equipment wich also uses that much power and thus produces so much heat. I haven't used any setup yet which required more than a grade one overcharged power plant, but would be very careful when building a ship like that.

Thanks. Grd 1 is all I'm looking at for the PP. Grd 3 for the thrusters. I'm not too interested in the engineers grind & really can't be bothered with grd 4/5. Might make an exception for FSD, but that's a big might.

Careful. FSD at grade 5 is the biggest grind of them all. To get there you first have to get friendly to the Sirius corporation to get access to Marco Quendt, then get 25 Modular Terminals, which are rare mission-only reward, then travel at least 5k LY out of the bubble if you didn't do that yet to get access to Prof. Palin, then collect 25 unknown fragments which you have to collect from unknown probes... anything else on the Engineers felt much easier to achieve for me than that one.
.
On the other hand, once you have it, the increased jump range is awesome. Great fun to finally also get somewhere without hundreds of jumps. No idea if this will ever save me the time i invested to get there, but in terms of convenience it's nice now. :)

Grade 5 FSD is obtainable with Farseer or Elvira, both fairly easy. You're thinking of Dirty Drives.

My Gunship runs pretty hot, but I have 5 efficient multicannons and 2 small efficient pulse lasers. I can pop a shield cell bank and still have the ship cooling down when I'm shooting.
