So let me get this straight.

I was ferriying passengers around in my anaconda, and only cared to fit a fuel scoop, an AFMU and an ADS besides the passenger cabins. I decided to not take with me a detailed surface scanner as that would be uneccesary. Yet now as i have arrived back in SOL and i'm selling my data, i got a first discovered tag on one of the objects i scanned. Which is very weird because i thought you needed a detailed surface scanner for that. Has this changed, or am i mistaken here?

Actually might know why this is happening. I don't think i ever sold my distant worlds exploration data xD

Any surface scan will do for getting paid the base rate for that body and getting the first discovered tag, these are called level 2 scans. If you have a DSS then these become level 3 scans, which increase payout and reveal material abundances on landable bodies. Hope this helps.
 
As far as I know, all the DSS does is to improve the amount of detail from a scan. It is the Discovery Scanner that FINDS the Astronomical Objects (and then, when you are close enough, passively scans them). The Detailed Surface Scanner is like fitting better lenses to a microscope.

I know what a detailed surface scanner does, i didn't reach elite in exploration only using my ADS :p
I did some exploration before the first discovered by system was implemented into the game (i think it must have been 1.2 back in early 2015) and i remember quite vividly how frontier said that you needed a detailed surface scanner to get any of the tags. Which is what confuses me, because this obviously isn't the case in this situation. If anyone could link me to the original newsletter (should be around #65-70 i think) where the feature was talked about that would be nice (or to a more recent frontier statement)

Nope, they said you need a detailed surface scan (which you will get done without the DSS, DSS just gives you more info about the body & more money) to get 1st discovery tag. Somewhat confusing choice of words. :)
