um no it doesnt. If you see the color red on an object, then what you are viewing is a slower longer wavelength of light. The only way that red light is traveling at the speed of light is in a vacuum and its source has to be created that singular 700nm wavelength of light as its source. The human eye cannot tell the difference between reflected or emitted light.
