Mingfu System Permit Thread!!

I'll get allied with the 3 external factions to Mingfu and see what happens. Usually it's the controlling faction that provides permits, so I don't expect it to work, but I'll try anyway.

Looked up all 107 systems found in a 20Ly radius from Mingfu (via this request: https://www.edsm.net/api-v1/sphere-systems?systemname=mingfy&radius=20) for any Mingfu factions, but none found.
Larson Terminal@LP 825-559 looks very pretty.

Interesting, King & Admiral ditto, so permit apparently not tied to rank.
You also have all engineers at grade 5, so maybe that's it.

No permit granting missions issued, as expected. Lockdown in LHS 134 did not expedite matters.
Capital ship, FNS Goliath turned up at 19 PHI-2 Ceti AB 2.
Could Mingfu have had a presence in one or more of the neighboring systems, allowing permits, but experienced a retreat thus making Mingfu currently inaccessible?

Been watching the state for Mingfu for the last couple of days and it seems to stay at "None".
I am both Admiral and King and Grade 5 all engineers but no permit for Mingfu.
i dont think that is the point of this all
