It's in a system we either haven't been to yet, or haven't fully scanned.
The Delta site does have power, I saw a small radar like dish turning slowly there earlier.

Not in the same way. There were emergency lights on at the other 3 facilities but not at delta.

It would make some sort of sense if they WHERE portals. If someone learned how to unlock the system it would make sense that the sites would be located near the exit portals. But the writting on the gates makes them seem man built... It doesnt make a lot of sense for them to be portals?
I think the gates are just that.
If you build an outpost down on a barren planet, and everyone had access to a fleet or SRV's, they would be driving between all the buildings, potentially running over equipment.
The gate give an exit and entry point, keeping the disruption from SRV's in the compound limited without building walls around it. It's also a place to put a name board - did someone say they read Delta S-2 on a gate somewhere?
If you search back through my posts to the day the first bases were discovered, you're gonna see the word 'Stargate'...
We've got a lot of tracks leading up to an object and then away again, rather than through, which suggests that things are being collected, or delivered to that object. Portal seems like an obvious conclusion - but how about instead we consider the word 'sacrifice'...
