Not really since in real life there would actually not really be a huge amount of bulk for shoulder length hair to be stuffed up inside a helmet's skull cap. Thus there would not need to be two models made in game, just the longer hair one. The helmet look would not be any different to any other character for the aforementioned real life reason.
And model design-wise, sure it would a bit of extra work to get a longer hair model to not clip and look good but it wouldn't require massive amounts of works for say something the length of this:

It's doable, especially just to add one initial version like the example above.

A couple people have just felt the unecesary need to stick around vocalising a sense of butt hurt via osmosis of differing opinions and thus have made a drama out of it. As per usual on these forums you can't post an opinion without someone making a faux drama out of it for the purposes of boredom/attention seeking/trolling/lack of a real life social life/smurfs/aliens/bananas <insert whichever applies>
Do you need it spelled out for you? I already pretty much explained it in my first post in this thread. I'm a programmer by trade myself and have dabbled in computer graphics back in school. It would take a single staff member 6-12 months of development time full time on nothing but hair to do this properly. Not to mention some time from the animator team. At around 60-90 grand a year, which is a modest salary for a programmer even capable of doing this, this is a 50-100 thousand fmdollar feature. They would have to dynamically model the movement of the hair, implement hit boxes for the face model to ensure the hair doesn't go straight through your face, make sure the hair responds to g forces from the ship moving, make sure it clips with the chair, clips with the shoulders and neck, add a completely new mechanismDisclaimer: I've not read every page, so my opinion may be void.
This is a Holo-Me depiction of your character. Zero-G is irrelevant. Helmets are irrelevant. Therefore any argument made about hair in helmets is null and void.

I was just trying placate the hardcore immersion people. I've been doing it since the 2.3 announcement dropped.
The main barrier I think you have is animating the hair. It looks like all the current models are static (I'm checking the stream), but the head can move dynamically. I'm not sure if FDev would be satisfied with clipping issues if there is no framework for animating hair, either to simulate gravity or acceleration changes.
We're still in Beta! If you can get a consensus of players, you may still get your wish. In the stream, it was repeatedly said that things can change.
Not really. Everybody agrees that commander creator is fantastic and for a change we all love the devs all of a suddenStill, at least we've found something new to argue about.
