Drag munitions, how do they work?

This is an interesting effect for missiles and frag cannons. How does it work? Does it only work upon impact or as soon as the trigger is pulled? Also does anyone know how long the effect lasts? Maybe 5s? Last question, in your personal opinions do you think it's a good mod for pvp combat or pvp pirating?
 
My understanding is that for as long as the effect is active your Engines operate as if you have 0 pips in it.

What I don't know is whether the boost is affected or whether the recharge of the ENG is affected (ie could you put pips to engines and keep boosting?)

ENG cap recharge is not affected, nor is boost.

Still one of the more useful effects for seekers.

Yes.

Edit 7/3/2019: Boost frequency is unaffected, but boost magnitude is. I believe this is a change to how boost ENG pips work that was introduced sometime around 3.0.
