Why are these in the game? What purpose do they have? And is there any gameplay that can be had from them beside blowing them up and them being rather silly and annoying?

I'm not sure what's bugging you. They are NPCs. They add liveliness into the game world, just like any other NPC in any other game.

Zerbas serve several purposes:
1. Lion food
2. Designer Seat Covers
3. An illustrative method for the principle of Occam's Razor (aka "If you hear hoof beats, think horses, not zebras.").

Not presently, though I could very see some missions built to take advantage of these. Picture if you will:
Passenger: "Oh, I can't believe it! After last night's bachelor party I completely missed my ship! My bride-to-be will never forgive me, and her father.. he'll cut of my... Look, I can pay, but you have to get me to that ship!"
Reward: 450,000 Cr + Exquisite Focus Crystal
Time: 1 Hour
Mission Detail: Locate Wedding Barge in [Some System] to deliver passenger.
Dom could probably make these sorts of missions happen.

True, they're cannon fodder but for specific purposes - (a) engineering materials and (b) manipulating the BGS.
