Attacked by a Utopian Overseer in Lidpar - Pledged Alliance

So i was trolling a HazRes in Lidpar for bounties, (slim pickings) and a clean Utopian Overseer started shooting at me. I am pledged Alliance and i have had powerplay interdictions before and after submitting the interdictor just looked me over sent some disdainful remark and that was the end of it.

Even after he landed a couple of shots, his wanted status stayed clean and i was not wanted at the time in the Lidpar system and afaik my rep with the independent factions is neutral.

So after he started shooting at me i killed him for the merits and then a couple more, figured as long as i was wanted i might as well make the most of it. I went to Lidpar to be part of the solution and now i guess im part of the problem :)

So my question is, why did he start shooting?

I had read that PP had been rebalanced to eliminate this. Are the rules different for HazRez's?

Check to see what powerplay faction has in Lidpar. Possible that the utopians either exploit or control it. As a result, any powerplay ship not pledged to the utopians is fair game. You are an enemy agent operating in their space. Has nothing to do with the governing factions.
 
Those Utopian Overseers are a pain, i got interdicted like 3 times on the way from the star to Carlisle. One time they scanned me and logged off (lol). Second time they scanned me, saw i had no cargo and left me even though i'm hostile in that system, 3rd time i evaded because they are a waste of space.
 
Do you have a bounty on you in another system? That's the biggest reason that you get attacked. If he stayed clean, it's because either you were wanted there or you have "report crimes against me" switched off, although he'd also stay clean if you shot him first.

None of these things are a mystery. These NPCs always give messages to say why they're after you. If you missed the message/s or are confused about the situation, you can find a record of what happened in your log file. Look in:

C:\Users\USER\Saved Games\Frontier Developments\Elite Dangerous (Change USER to your windows logon name if you have one)

There, you will see Journal files. Every event and comment is recorded with a time-stamp, so it's easy to go straight to the record of anything that happened, where there's a lot of info that you probably missed while playing the game. The exact crime that you committed is detailed along with the penalty.
