I don't have any issue with exploration mods being locked behind combat. After all, some combat mods are locked behind exploration.
On the other hand, thanks to Jameson it's currently very skewed in favour of combat. You can do, say, Jean's mining or Palin's exploration in a day even if you've never touched a mining laser or fuel scoop before. But reaching dangerous from a low combat rank is going to take some time.

Luckily as an explorer I have no problems with their choice
