What is the best/safest place to sell data in the new bubble?

I'm 2,000 light years from Beagle Point and have been very thorough: I've been out for months and have been good about scanning and have taken a roundabout trip and will go weeks before finding a previously scanned system. Where in the new bubble (the stations around Jaques) is the safest to sell data? I'm more concerned about just selling off my data and repairing my ship than worrying about the political/faction thing. It would be cool hopping from station to station until the data is sold off, but I don't want to get ganked by NPCs and lose months worth of work in the process.

If you're really worried, you can contact Iridium Wing or the Colonia Militia for an escort.
But honestly, NPC's aren't really a threat. I've never been destroyed by an interdiction, nor have I ever taken any significant damage from an interdiction unless I chose to turn and fight.
If you submit, power to engines, full throttle and boost, (AKA, the Brave Sir Robin maneuver) you'll be out of range before they can get a shot off. Worst case is a few long range hits on your shield just before you jump back in to SC.

In the past I've just nosed around the outer systems looking for a system with large pad in spitting distance of the star. I don't have a particular recommendation because I usually search for something on the side of the bubble that I'm entering from.

The first time I went to Jaques I didn't see a single NPC whilst in supercruise, and only saw NPCs when I dropped out of supercruise at a nav beacon. Is that still the case at the new bubble? If it's still like that I can hop around to the stations, stress-free.

They're pretty much all the same in terms of NPC threat - probably fine if you don't have cargo, unless you get very unlucky. Of course, request an escort if you're unsure.

Since your last visit, all systems have gained a usual spread of supercruise NPCs.

If you want stations close to the star, then your choices are:
The Pit (LW-L c8-133) - Medium pad only
Pedersen's Legacy (LW-L c8-54 / Mobia) - surface (low G)
Tsiolkovskiy Horizon (NH-K c9-40 / Pyrrha) - surface (moderate G)
- they're all at about 20Ls

If you can't do surface and need a large pad, currently your only choice is Jaques Station itself - which is in a lower security system and about 1500 Ls out.

Do NPC's actually interdict you when you have no missions set or cargo? I mean all you have is exploration data right? Do they still even bother??

Yes, NPCs will (rarely) interdict you for no reason, and there are NPCs now out in the Colonia area.

I didn't have any problems with them when I was there about 3 weeks ago or so, but it's all random chance.

Just do the usual, pick a station close to the entry and make your way there. Be ready to escape if needed by high-waking to another system. Repeat until you arrive safely.

Do it in solo if you're really worried (and you probably should be, with that much data on the line).

Good luck!
