Does the game (NPC's) regard interdiction as a hostile act?

Thinking about mixing up my play style but want to practice up first so before I start a fight I may not want...

If I interdict a NPC ship is that regarded as a hostile act and they immediately attack?
How about interdicting system security ships?
 
Dont think so, if a non-wanted NPC interdictes you its still not wanted until it fires.

If you interdict an NPC your immediately wanted unless ofc, the npc was wanted.

Never dicted sys sec but im guessing they would just drop a few annies on your head.
 
You get a fine for interdicting a non wanted ship, but unless you open fire on them i think they just fly about for a bit.

Wanted ships I haven't tested them attacking me, as generally I am opening hardpoints and unloading hot laser death on them asap to get the bounty!

Nah. It is just like when you grab hold of a complete stranger in the street and stop them going about their business - all perfectly legal and not in the least hostile. Try it.
 
Doesn't the fine turn into a small bounty if the target fights the interdiction until the end?

However, targets don't turn hostile immediately after the interdiction completes.
 
Not hostile, but you should see the NPC forums

"Interdicted by Player"
"Griefed by Player"
"Can't beat Player Interdiction"
"Interdiction mini-game too hard"

They complain endlessly about interdiction over there.

Not only that, they have their own T.J.:

"You remember the days before the nerf?"
"They've nerfed all our outfittings!"
"Blame SJA"
