They become available essentially anywhere with outfitting, once you have the 4 weeks + Rating 3. I can't recall if that's limited to a given Power's space, but I don't think so.
Note that they're only available while you retain Rating 3 with that Power, so buy what you need if you intend to move on.

Thanks. yeah, I'm just doing this for the shields, and maybe the packhound and cytoscrambler. I can't believe the mechanics of this.
I think they were specifically designed to dissuade people from module shopping and actually give a ____, so...yeah. /shrug.
Think of it this way: you joined a football team to get the uniform and not actually play a game or help at all. Not supposed to be easy.
