Did do clean installation, remove all the old files, reset the database but still nothing changed.

Does TCE write a file called "ImportStars.txt"? I ask because I didn't create / edit it and yet it seems to have been created, causing E D to attempt a conversion / import process every time I start the game.
The were in prior to this update as I have another one in my list at http://en.ed-board.net unfortunately I don't know where that one was at.

Thank you for your clarity, So it is a bug, as there is no indication as it is a mail link issue, in windows because if I try to apply the fix that you (bAdbUd) have pointed me to, it fails with an error code... and there is a bug with TCE II that doesn't allow me to give an error report, or give me the information to manually send an email
You didn't install the lastest update. As you can see at the launcher's header, it shows V1.5.4, but it should show V1.5.4.3. Copy the content of the update into your TCE folder and overwrite any file required.

Unfortunately I can't remember the star name, but I hadn't visited it I was just updating the star class. Attempting to reproduce the problem by setting a star class to UNKNOWN doesn't produce an error if the star class has already been updated, but if you attempt to set a Star Class of a star that hasn't been set yet to UNKNOWN then you get the error. This works all the time for any Star that hasn't had it's class updated yet.

Yes, thanks for the guidance, how to reproduce the error. Found and fixed for the next version, but I have to know, how the MS-Star is reported by the journal, so TCE can identify it properly.
Maybe you have the time to check your logs, otherwise you can send me all logs, that may be the right ones.

ive found a bug I think... on the route planner when adding a place to the route the commodity to sell does not show? the buying commodity is there (I know that it must be the previous comm I set it to buy) but why have a empty place setting?
Notes show up properly in the 'summary' panel and 'notes' (clicking on 'notes' in main ui) panel.Tried to reproduce your issue, but failed to. So, when opening the Notes panel, looking for the market, you have the issue, is the market listed in the treeview and the notes, you made, too?
Otherwise send me your DB with an example of a market, where notes were found in the Notes panel, but not at the Navigation panel. Thanks.

AWKWARD BUG TO EXPLAIN.
I have my NAVIGATION PANEL LY distance set to X value. When I jump from system to system I then order the list to show all Star Systems that haven't got their Star Class set and set them accordingly. When I've selected a Star System to update and searching for it in the Galaxy Map I'm also DSS bodies within my current system. If said body that is currently being scanned as I'm updating a Star Class is a Sun (ANY Type) then the Star System Star Class I'm updating get's updated automatically to the Star I've just scanned class.
E.G.
Updating a Star Class, so system is selected, and before I get to select the class, the DSS scan completes as it was scanning say a TTS star and thus the Star System I had selected get's updated with the same class TTS. This only happens when it's a Star I'm scanning and not other planetary bodies.
I'm probably the only person who is affected by this, as I'm constantly updating Star Class's within my set range, rather than only updating Star Class of systems I've visited, which is now done automatically. SO if it's a difficult fix or it could have undesirable knock on effects then I'll manage as it's not a major issue.
