I think the Dark Wheel are involved in a lot of the plots we vaguely hear about. I think the medallion that Salome left is a clue to that. Why they are is a question to be resolved. I am sure they would have infiltrated INRA. I don't think

Perhaps the Thargoids were never a threat in the slightest. Perhaps they don't even exist and have only been fabricated using reverse engineered Guardian technology...

Definitely the current state of Superpower tension, but it is also possible that the Thargoid war didn't happen. I find the retconned lore is confusing, but that would explain the lack of proof/historical accounts from that war in E D; perhaps INRA tried to create rumours about that war to get people thinking about and prepare for the threat that they know is coming. Now they have instigated superpower tensions as a training exercise for the imminent "Winter offensive"
Edit: interpretaion of the Dynasty facts (as we know them) is to an extent dependent on where the threat is coming from. Old lore had Thargoids coming across the Formidine Rift- hence its name (fear) and probably based in Bovomit. In that case the FRift bases (& CoR monitoring posts set up at Salomé's order) were monitoring that region for intel, and the terraforming efforts might be bait to either lure the threat into traps or give time for the warning to be passed to the majority of humanity. There is also the possibility that the threat lies in the Vela Dark Region, in which case the FRift conspiracy is exactly what we thought-setting up 3 areas for the superpowers to relocate to. There is also the possibility that a threat lies beyond Colonia...
Too many possibiliities, we need hard intel. But since the regions are locked we can't get it (once the regions are unlocked I presume the threat will start invading so too late for intel. What we need is a small ship with long range fsd able to penetrate the regions and get us the intel. Possibly piloted by a genial pilot of Italian descent able to charm any female aliens over a glass of chianti, a plate of pasta and a gentle aria or two.
