In my country we a "police force" who do these things for us. There might be more to this case seeing as he was a DNC staffer.
But it is also possible that he was just a loser of the massive game of Russian roulette that is part of the lax gun laws of the USA.
I went to a source I trust to look at the case, Snopes. They were highly suspicious of the timing of the release of this story...

It's like people living in an endless desert, around a single beautifl oasis.
The oasis is being overexploited, so some start to think that they'll just need to walk a week into the desert, and live in a hole beneath a rock. Condensation should leave some moisture on the rock in the mornings, it will be great.
