Looks like the answer to my own question is that 3/5 support is enough. Also apparently amending the French constitution is surprisingly easy, and fairly common.

I think the best thing if you stop this, we proceed with te conservation and you try to find some real argument against my claims.

I think Minonian, you need to stop accusing peope of playing the fool, i mean, you know i'm no fan of Putin and the right wing, but not everything is about Russia, and even if it is aboout Russia, it doesn't mean that Patrick is "playing the fool". I never said you were evil, or rude. The fact that you used those words from nowhere does indicate some paranoia. But i will explain.....I think it was you who discredited him first, by saying he was in denial and playing the fool, then he challenged you back calling you paranoid, if i have missed something then i apologise.
