Powerplay 2.4 and Pilots Federation bounties (from the LaveCon stream) ATT Sandro

In the LaveCon stream (starting at the 18 minute mark), Sandro talked about making player attacks that trigger bounties trigger additional bounties with the Pilots Federation that would be valid everywhere except anarchies.

How will this interact with PowerPlay?

My take on it is this: If I am hauling merits for Mahon, and someone from Winters scans me and detects that I am hauling merits (regardless if it's cargo or combat), I don't want them to get a Pilots Federation bounty. I'm fine with them getting a local bounty (if it's outside of Winters' space), but nothing more than that.

If, however, I'm attacked by that Winters pilot when I am not hauling merits, there is no PowerPlay excuse for attacking me, in which case the Pilots Federation bounty makes sense.

While I don't do much combat myself, I am keenly aware that flying a PowerPlay flag is an invitation for players from other factions to attack me, and I don't want that invitation to become void if it is relevant for PowerPlay.
 
I don't know if the system will be capable of noting the difference between local bounties and Pilots' Federation bounties. What they've said implies it'll be explicitly tied to it.

I'm not really sure what'll happen, but I think a lot of PvP pilots are going to be really off when they encounter Power Play pilots in PvP hot-zones with 'Report Crimes' still on.

I'm more worried about the comment about the plan to stop suicidewinders making you pay the rebuy cost of your most expensive ship used in 'crime'.

Shooting or killing someone while undermining or preventing them from forting in your Big 3 ship suddenly costs you 20+ mil when you die in your cheap ship goofing off later practicing FA off or something.

I don't think "Hostile" ships will count?

I hope also that they will work on this further.
Never fly without rebuy! If you are out of money and undust your Cobra to go save and earn new money you still should pay a Corvette rebuy than? Uuuu what happens if you can't? Taking away the corvette even if sitting in dat Cobra? [wacko]

Okay after watching the vid, i hope that we get some time than to pay this increased fine.
For example, i kill a clean player for whatever reasons in my corvette and get the bounty, but later i run out of money and switch to the trusty Cobra for some time.
Now i get found by a player bountyhunter and he kills me.

I would like to pay the rebuy of the Cobra but since the system remembers, that i was in the corvette in the time of crime, i get 7 days to pay the additional fine or otherwise THAN the corvette is taken away.

Something like this would gonna work i guess

There's also the case destroying a ship that is trying to push forward an expansion in military zones. In any case, destroying any ship carrying merits.

Initially this sounds difficult to implement and prone to farming a bit too much salt. I think we need more details (or wait for the implementation to be released), though, to make a complete analysis.
