When would you consider Elite Dangerous "complete"?

When we can walk around inside our ships, the hangar, inside the stations to the crew lounge, passenger lounge, taverns where we can chat and maybe play some blackjack or something, the faction offices, then land on various planet types including earth-like.
 
Semi Realistically

Space legs.
SRV in Multi-Crew
All planets landable.
Many dif types of SRV for different plans and jobs (like a submarine for water worlds who knows).
Imperial explorer ship.
Alliance flagship.
Crew on massive ships.

Unlikely to ever happen:

Player owned space.
Proper MP server.
Ability to create proper groups/alliances.
Fully fleshed out earth likes.
 
When it will have all features of Elite II: Frontier.

- Newtonian physics (as a toggle option in solo mode, okay. No, FA off is not proper Newtonian physics)
- Atmospheric planet landings. Accessible Earth and Mars in Sol System, Ross 154, Lave, the Imperial worlds of Achenar.
- NPC multicrew.
- Removal of the NPCs tailored after your elite rank mechanic. Introduction of proper security sectors. Like: Sol and Achenar are TOTALLY safe. Busy anarchies are deadly.
- Gas giant fuel scooping.
- Moon and asteroid mining.
- Panther, Gecko, Boa, Krait, Moray...
etc.

Edit: and, last but not least, yes, an offline mode please.

Whilst your first and last points ain't ever gonna happen, the rest is a pretty good list.
 
When we have all the ships available in Elite II, walk around, land in gas giants, atmospheric and earth like planets. Hunt dinosaurs, have NPC crew human or otherwise. Go to bars, pay hookers, play casino in a station, being able to board a beluga as a customer.

When Andromeda is unlocked.
 
I thought about Andromeda as maybe Frontier can do some new stuff with the procedural generation engine. But I feel like there are way more interesting galaxies in the cosmos they could play with. Another galaxy would be pretty cool though.
 
I remember the small leap of faith I took when this game was in Xbox game preview phase. In that it may never be a full game. In between times I have purchased many games (Fallout 4, Destiny, Mass Effect Andromeda , Skyrim, etc) most I have also shelled out on dlc, these games have been exhausted. Played to death, in the same time I have played ED until I thought nah ED has too much grind, no story and dead end content. But this is the strange thing I have never deleted from my hard drive, even when I took a 6 month leave of absence. Even stranger than this, reading about the game in this forum became better than playing. Strangest of all the has became more addictive than ever, drew me back in now worse than ever. When will this game be complete, hopefully never.

Tl;dr liked, left, lurked, loved and now hopeful.
 
When FD shuts the servers down (I have no idea where the game is going, what's the road map, so its hard to guess the future)

I'm asking when the game is complete for *you*. Not when the game is done and the devs are done. seeing a lot of answers like this, gotta read the OP.

If the game reaches the point where jump range makes the Milky Way feel small, I could go for another galaxy (the large & small Magellanic clouds seem the ideal candidates) , maybe the local group. It wouldn't even need more assets than we already have, just exploring it would be okay.

I scanned the OP, OP. Results following.

It's got IAS (Internet Ambiguity Syndrome) at about a 37% solution strength. There are enough mentions of game features along with the title for this to turn into a blind-fire range of "when FD is done" commentary if not correctly parsed.
 
The lack of persistence between instances for NPCs and POIs makes the game feel incomplete to me.

Michael and Sandro have both commented that they would like more persistence.

RNG to an extent also makes the game feel unfinished.

For me, without more persistence the game will always feel unfinished.
 
Technically Elite is a complete game, but it's an incomplete vision in its current form. I'm sure the developers and players have their idea of when its finished...

But at what point do you consider Elite Dangerous a complete package where anything else is just a bonus?

I personally feel atmospheric planets, space legs at least on the ship and parts of bases, and planets with minor life, water etc. would be the minimum I'd need to see before I think Frontier has completed my vision for the game.

Bonuses: Aliens, Earthlike, Gas Giants, Full Spacelegs with a shooting mechanic, Volcanism, Trees, Animals, Home bases, Giant cities etc.

I think with consoles, and maintaining a reachable minimum spec on PC, we're not going to see a lot of rendering of trees, plants, animals, volcanoes, giant cities etc. Atmospheric planets are going to be hard enough with the lighting tech and volumetric fog and clouds, as well as drastic terrain variations. If they achieve something like that, I think that's a good end cap to their game.

When we can have long flowing life like hair and hunt kinectanimals on earth.
With submarines.
