When would you consider Elite Dangerous "complete"?

When it will have all features of Elite II: Frontier.

- Newtonian physics (as a toggle option in solo mode, okay. No, FA off is not proper Newtonian physics)
- Atmospheric planet landings. Accessible Earth and Mars in Sol System, Ross 154, Lave, the Imperial worlds of Achenar.
- NPC multicrew.
- Removal of the NPCs tailored after your elite rank mechanic. Introduction of proper security sectors. Like: Sol and Achenar are TOTALLY safe. Busy anarchies are deadly.
- Gas giant fuel scooping.
- Moon and asteroid mining.
- Panther, Gecko, Boa, Krait, Moray...
etc.

Edit: and, last but not least, yes, an offline mode please.

Additionally Elite NPC AI and loadout should cause pant soilage.
 
Space legs/EVA gameplay is a must for me for Elite to be complete. Also atmospheric planets with small cities and some sort of wildlife/plants. And of course proper player to player interactions/proper non combat multicrew/plus tons of QoL improvements. It all should go with new gameplay of course.

That is an interesting question.

This is not a complete list.

- Upgraded, deeper gameplay mechanics : bounty hunting, piracy.
- A more versatile implementation of the PowerPlay infrastructure. The Power territories could be used for so much more than just a multiplayer territorial game. It could be used to give the game more depth on all levels of gameplay.
- Planetary mining. I would like specialized mining SRV.
- More SRV types: I already mentioned mining SRV's, but also heavy combat SRV, a cargo SRV, perhaps some kind of hoovering SRV (like the drones), a submersible srv for future planets with water bodies.
- A better planetary navigation system.
- A better/more interesting way to get info on planets: being able to do scans from space to locate a general area where to find materials, or planetary mining locations and then go down to the surface and do the pinpointing and mining with an SRV.
- Access to atmospheric planets with flora and fauna, and the upper layers of gas giants. and volcanic planets etc.
- Alliance ship designs
- More ships in general. Everybody wants more ships in general. It is never enough :).
- True Imperial and perhaps also Alliance space station designs. I think this is necessary to make occupied space feel less uniform.
- More NPC military capital ships like destroyers, Frigates, battleships, dreadnaughts, military tankers etc. I would like to see NPC military move in small fleets, strike groups, squadrons (compare the X-wing/TIE-fighter games, that felt very realistic, very naval).
- I look forward to being able to walk around my ship and do space walks, but it is not a high priority
- More life in space stations: npc walking around in the docking cylinder and hangar. NPC driving around on planet surfaces and in planetary settlements
- More piloting action in Supercruise. I already made proposals about that.
- I also would like the HUD to change in supercruise, comparable to the way it changes on planetary approach.
- Ingame tools to solve ingame problems. Less reliance on external websites: A comprehensive multipage information screen (compare the powerplay screens) about the engineers for example. An ingame shipbuilder comparable to the external shipbuilder websites.
- All blue prints to be visible and pinnable at any time of any engineer we have gotten access to. The way it works now is unnecessary inconvenient.
- Shuttles for big ships. So big ship owners can at least go to a small station to pay of fines, deliver parcels, or a few passengers etc.
- More tools to interact with stuff, like alien objects. Currently it is scanning or shooting. That is too limited. For example taking samples.
- Scientific modules. We might do research on atmospheric planets, take scientists with us etc.
- An NPC crew system. I have made several proposals to make this work.
- Winging up with NPC, which should make it possible to do protection/escort missions. A NPC trader might ask me to wing up with him for a while and protect him.

- Offline mode would be necessary to ensure I can keep playing Elite for many years to come

EDIT: I forgot to add the orrery. I love the early concepts of the orrery. I want that to be in the game very much.

I for one am glad that will never happen. I have been there with Frontier: Elite II and combat was horrible.
And a toggle mode would be totally unpractical to implement. So... no, it won't happen.

I think 2.4 will see the game complete...

THIS<< I really dont think ED has anywhere to go if the PS4 goes south and player retention follows the current trend. I'm no economist but I cant see HOW ED can continue without them diming the playerbase to death with fluff as opposed to "content".
 
I think the plan was to have it dev and evolving for 10 years. From a players perspective it never ends. The war will never end NPCs will always be there to attack. Power play will always play tug of war.

The original elite and others that followed didn't have an end either. My computer aged before the game did. ..

The infamous, often touted "10 year plan" which never existed lol. ED will be lucky to last another 2 before being sold off to some far east mmo company a la STO.

Actually it does exist. Braben himself referred to it several times, most recently in a video interview. Considering recent Braben's statements they apparently intend to develop/support it for even longer than 10 years.

But of course there are never guarantees in an industry like this. Nevertheless the intention is clear.

I just took that to mean the servers would stay up at least that long.

The intention actually goes through developing ten years, to beyond if poss .. with a fair wind of course.

I will go out on a limb and say, for me, when I can land on & interact with all terrrestrial planets in the game.....then I will personally consider it "complete".
 
Actually it doesn't, he said it could take ten years to add in the things he wanted and that is not the same as FD having a ten year plan/roadmap.

Nobody knows about the exact roadmap except FD. FD generally only talks about what is right around the corner.
Nevertheless Braben stated on several occasions that they would have to develop this huge project over a long timespan of multiple years and 10 years was mentioned to give us an idea about how long this would take.

So yeah there is a '10' year dev plan. Well, perhaps it is 8 or 9, or perhaps it is 11, but that there is a long term development plan has been made clear from the start. Of course there is an internal roadmap. I think it is unlikely to be set in stone, but to presume that they would not have one in the light of what has already been said by the devs is absurd.

In one of his last interviews Braben said they would even like to build and expand this project for more than 10 years. He is obviously referring to the number 10 precisely because he mentioned the 10 years initially to give an idea of the scope of the development plan.
To me it seems obvious that the number 10 is not to be taken literally. It is mentioned to give us an idea.

What does "complete" mean, in this context? I have 3 accounts, one of which is operating as "hard mode" in that the account will be reset should I die (ship only, SRV and Fighter don't count because both are a little too wonky mechanics wise to rely on still).

So, essentially? At least one of my accounts basically won't ever complete. One is close to triple elite, the second I just hit elite in exploration (1/3). It scares me, genuinely, to think of how much more time I will probably invest in this game.
