Correct. Systems ALWAYS have to have a population of at least one. If not, it will be auto-rejected when we run the script to import factions.
Colonia systems are added on an entirely different system and basis.
Many desired-systems are now on the blacklist from being used. Many of the older/originally added player factions did not succumb to these restrictions and extensive checks.

But, what if my faction is only one person...
There needs to be a standard on how many players support the faction being added. And, it has to be posted on the forum (number of players, not names).
You won't ever get a faction added to a first discovered system, unless it's very near Colonia. PMFs are only ever added to systems that already have populations, at least one outpost and several existing NPC minor factions.
I'm actually surprised that FD have taken so long adding some of these factions, considering how careless they are when they do add player factions. They have added factions with very stupid names, e.g. Space Poultry. They have broken permit systems, e.g. Phekda. They have erased rare goods, e.g. Wolf Fesh. They have given away some of the largest systems in the game, e.g. He Bo. They have even proved that they don't learn from past mistakes, e.g. Gilya.
