2.4 and Improved core-gameplay mechanics : "blueprints, blackmarkets and missions"

It occured to me the other day the god of RNG can be cruel.

You need that all important material and it just will not spawn at the designated USS or the mission reward will not spawn at the stations.

How about talking to a black market contact.
Not just a commodity screen.

I'm talking a NPC contact that, has reputation progress bar (oh yeah, I'm going there).

The higher the rep you gain with the Black Marketeer, the higher the grade of materials you can ask for,
for a price, a steep price.
we are talking illegal missions and/or chains of illegal missions:
kidnappings, assassinations, pirating, theft, smuggling, gaining police heat to create a distraction for someone to leave a base.
no monetary rewards,
neg rep in decent areas more than likely even against your Powerplay patron.....

but you get your precious material (x3) those exact ones you demanded.

Murdering famous explorers out in the black to get their scan data.

Do you sell the goods yourself, claim all those first tagged planets?
or do you hand them in.

Will your contact double-cross you as you fly to the drop off?
Is it a police sting operation?

If 2.4 doesn't include at least the bare-bones of a working C&P system then I will probably consider it, much like 2.3, a bit of a dog-egg rolled in glitter.

Don't hold out on a bare-bones C&P system that you'll be happy with.
It's going to take a while.

How do you separate or even quantify the decent pirating behaviour from malicious spoil sports who just want to sabotage other people gaming sessions - definitely a discussion for another thread!

Selling back to gain rep perhaps, but spam selling gets's you neg rep?
and what about normal markets having mat's as rares.

say the pharmecutecals that spawn in high-tech at USS's (high end, degraded emissions) during an outbreak.
Why not have the same BGS mechanics that spawn those, complement with selling the same mat's as rares in near-by stations?
I think my initial thought process started like that, but then swapped into "black markets" being the cooler, solution.

You couldn't just "sell", the local black market NPC, would have to set you up with a buyer.
So you do a mission or two
It sets up a drop off mission, say one of those CQC stations and then you act as one of those sources for other players demanding those mats.
Either as a BGS thing or a direct player to player interaction regulated by the black market mechanic.

I only suggested this, right after Engineers dropped. The Thargoids said no.

Black markets have needed to evolve for ages.

I think I was on a Trading CG a year or two back, and the Required commodity became super sparse in the nearby stations.

My instinct was to check the black market for hard to get goods but of course you can only sell off "illegal" goods, it's not really a market.
and I wrote a post on buying commidites and selling them to the Black market instead of the CG to get more than the asking price, and people could farm from the black markets at over the asking price to pay "near-by" sources for the desired commodity.

But since the emphasis is on "core gameplay" on the post 2.4 world I thought it would be good to get the ball rolling in my own head with ideas.
