Looking for a specific type of war/management rts

I've spent the last couple of months looking for a very specific type of game and I can't really find anything like it.

I'm looking for a large scale rts (turn based would work too) in a contemporary setting (1900s - now) with a focus on both warfare and production/country management.
With large scale I mean LARGE SCALE, so huge maps with several opponents.

What I really enjoy in my gaming is planning and preparation. So my game should allow for me to prepare for war. I'm thinking about building factories, roads, railways and supply systems.
I want to equip my troops, set priorities and research/design things like tanks and ships.

I love to build large networks in games like OpenTTD, Factorio or Settlers, but they lack the war aspect.
I enjoy games like Hearts of Iron (3 or 4) but I'd like to see a tactical element added to that.

Can you guys suggest games that are likely to scratch my itch?

Nearest thing I can think of is Hearts of Iron IV which you've already mentioned you play.
 
I mean...Civ or Endless Legend come to mind, but they don't fit all your criteria.
Perhaps it's about time to learn how to code and make your own game. I'd play something like that :)

I've been thinking the same thing :)
Sadly my coding skills are still stuck somewhere in the 90s.
 
P.T.O. by Koei comes to mind but it's a very old game. Or maybe look for some Gary Grigsby game?

Thanks for the suggestions. P.T.O. is indeed very dated. I've checked out Gary Grigsby's war in the west/east before, but they are both pure military strategy sims. Not much underlying industry and distribution for as far as I can tell.

There was a Pacific war game pretty much like that - russian (i think) studio, but I forget the name. It had exactly what you're looking for, but it's buggy as hell and I never got it to work decently.
 
Im just throwing this in there because I know it doesnt fit with the modern setting, but did you ever try Stellaris?

I only ever play a couple of games of it a year, because they tend to turn into epic 'Game of thrones' style scenarios.

Politics, warfare and plenty of management with maps as big as you like with many opponents.

Yesterday, a friend notified me about "Foxhole" - an Early Access MMO that tries to simulate supplies, construction and different troops.

Just throwing stuff in here for some leads. Personally I think the Paradox games like HoI, Europa Universalis etc. match my Grand Strategy needs quite well.

Yeah I have stellaris and like playing it. Goes for most of the paradox titles. I'm looking for something more tile based though.

@Sleutelbos: M.A.X. looks interesting, but indeed not very modern...
