Powerplay Alliances Between Powers?

I recently pledged allegiance to Arissa Lavigny-Duval. During the current BH CG, every time I destroyed a "Aisling Guardian" (wanted), I got a "Treason!" message and merit deductions. Thankfully I'm was at zero merits to begin with, so I didn't lose anything, but I am confused. Are Arissa and Aisling allies? They're relatives, so it would make sense, but I didn't know powers formed alliances, and if they do, where do I find this info so that I don't shoot any other allies once I do start gaining merits?

All four Empire powers are mechanically "allied" in the way that you described. It is the same with the two Federal powers. All other alliances and agreements are based on the direction of the organized power communities. Since you are pledged to ALD, I suggest visiting their subreddit here.

So is it safe to assume that I'll not encounter "wanted" NPCs within the Empire with an alliance to an Imperial power?

Now you are being silly. This game does everything to make you look bad; lose reputation and credits.

I just leave the Empire ships alone, unless it is a mission target. I am impressed with how much information I process these days, when i have targeted a ship. In the beginning, it was hard to work out if they were wanted, before half my hull was gone.
