mining lasers in general should be allowed to be engineered.
one of the things that anoyed me when i was in a T7 - only small slots, and no way to increase the mining power up to what a ship of that size should be able to do.
lightweight would be benefical for explorers,
overcharge for small mining ships
efficient for mass-miner
etc...
yeah, and beeing able to mod the mining lance like any other powerplay module, would be a reason to get it

They probably saw the complete futility of Archon Delaine and Edmund Mahon followers complaining about the absolute uselessness of their weapons and decided not to bother.
at least both can be modded
