Skyrim has a pretty liberal policy on picking things up, you can pick up most things you find (gold, weapons, armour, diseases, busty Argonian maids...)That's due to the recently implemented policy of no eye contact.
To discuss this matter further, you are required to transport to northern Tamriel and locate Messr. Stardust for clarification. At this stage it is unclear whether Skyrim also has a no eye contact policy, so you're allowed to touch any eyes you find there until further clarification is available.
