I've now got the Corvette, FdL, and Python there, as well as the long range taxi.

Going to involve a lot of ship shuffling later

Erlich City on Mercury in Sol has the experimental tech for sale, yes. Missiles and scanner.

EDIT: ..and the missiles can't be engineered, from the looks of it. They don't show up in the list of engineerable items at Liz Ryder's base.

They are new. Maybe engineering them will come later after a few more CG.
When will we get the EMP shields?

You can get AX Missiles in any planet station with outfitting that is in a high tech or Refinery system. Planetary bases only, as this is a Horizons feature.

The same applies for the Xeno Scanner, however the Research Limpet Controller is available in Jameson Memorial at Shinrarta. It has also been seen at Brestla / i Sola Prospect, LHS 3980 / Schlegel Keep and Howard / Messerschmid Bastion.

According to the CG completion messages, the Xeno Scanner and AX Missiles can actually be found at any planetary surface base that is Military, High Tech or Industrial - it's dependent upon the economy of the specific base, not the system as a whole (confirmed first hand with a Military base in what shows up as a Refinery system).
