I make most of my money by doing passenger missions, then fill the gaps with cargo, data and planetary scans etc.
I also give the donations to gain rank.
Selling exploration data as soon as you arrive in a new place is a good idea, just think about where you want to sell it for the most benefit.
It depends on the state of where I'm at though.
Boom/outbreak is great for the above, but war seems to have more planetary scans and assassinations etc.
I'm pretty new and have no problem making money whatsoever. Probably have about a dozen ships already.
The higher payouts come with being allied.
That's part of the fun for me, figuring how to take advantage of those situations.

More detail please. Which kind of passenger missions? I picked up a Dolphin to try them out, and got the following results:
1.3 million for a tourist mission, which was nice, but took WAY too long for the payout and that includes with the exploration data of another 400k that brings it up to 1.7 million for nearly an hour of flying around.
A few local people moving missions from a-b were quick, but the pay was poor, tho it wasn't terrible for the size of ship, but also not enough to make me want to go hunt out an orca/similar.
Annoying passenger demands add hassle without adding fun, and is frankly offputting.
Do you need to take all these people who are outlaws/etc? Because the liner ships just aren't capable of defending themselves from anyone using anything more dangerous than harsh language. Or do you skip the beluga/orca/dolphin and fly something more capable? Because I could refit a cobra 3 or other multi-role ship full of economy/business class cabins along with guns and shields to blap bounty hunters...
Ok, banana, you didn't say trading was broken etc. But those NPC pirates have gotten a LOT tougher since 2.0 when I last played. Back then it was viable to build a Conda hauler with some teeth and shields, and kill the blighters when they interdicted you. Sure you lost some cargo space and jump range, but it was an entertaining diversion while hauling stuff around for the slow and steady income. The income wasn't great, but it was a steady gain, and the risk of losing was acceptable. Now, the income is still not great, but the NPCs are sufficiently tougher to make this an unviable tactic. Post my 2.4 return, that seems far less viable as an income source, given the 3 or 4 rebuys emptying out my wallet to the point of selling off every other ship I owned.
PS: no, not gonna swap to a smaller ship, I spent real money on paintjobs for this thing, and I want to keep flying it.
