It's certainly a neat idea, but I can't help wonder about the short- and longterm repercussions.
If it's integrated as a fully immersive video like there - Does that mean I'll have to download a large video file every week? Or one giant file that covers 4 weeks? (Short term)
What about archived stories - later down the road, will the game file be bloated to 100 Gigs or will one simply miss out on older stuff. (Long term)
Realistically, if they are to include video in long term - they'd need the ability to embed external videos like from YouTube.

Store on server. Stream to clients on request. (Pay money for servers....)
That is a very good idea. My biggest problem with Elite's story is that it's not all that visible. This would help out with that immensely. FDev could probably use Ed Lewis as the voice on the news bulletin.
