The Council of Admirals not build up of only alliance members?

The Council of Admirals in Elite Dangerous are the military of the Alliance.
If the lore , of the system Nevermore system are true then one of the members of the board is not part of the Alliance.

I know this is the description from a player group , but if its in the game it makes it canon right?

So one of the six members is a leader of a faction that is not loyal to anyone but themselves. and is known to raid other systems in its M/O... fine idea for a faction , but not a major player in the alliance.

So it leaves us with only three options
1) Its canon and now one of the six members of the Admirals is not a Alliance member
2) Its not canon and system descriptions are meaningless and should be ignored by role players (but if thats the case why put them there and if FD curate this stuff why let that happen)
3) Its just propaganda or a in-universe error or simply a oversight from FD

It sucks , I love the game and I love the lore.
But if they publish something in game that goes against the lore then they should either adapt the lore to the player faction or adapt the faction to the lore.

But then I am bitter and dont like how player faction descriptions are in the system description rather than in a special area. (move them to the tourist beacons)
If you go on a interactive map of say france you dont get the history of auchan you get the history of france.

It sort of leads to what I see as elite's main issue , everything is either 11 or 0.

What is the story for Nevermore?
(out of game and on phone)
That some admiral from the alliance Council owns a private faction of warrior survivors from WW3 that dont have any loyalty other to themselves.

The faction is not part of the alliance and its lore claims that they will attack anyone that gets in the way.

Nevermore system? Is the faction The Dreadful Nomads? Because that's a player-created faction, meaning their system description is created by them and by far not canon.

I founded Dreadful Nomads and have sent in an email request myself to have the system description changed. The first email was sent in June of 2016, shortly after we were added to the game. The second email was sent in August of 2017. I did not receive a reply to either.

Either it's impossible or is on Fdev's very very far back burner.
That was one of the first drafts of our lore. Our figurehead is still Justus Sigfast Karrison but we're not painted in a corner with any major faction; Empire, Federation, Alliance, and any other major factions that may appear in the future.

Not being anyone's "allies" doesn't mean we're everyone's enemy. If our interests overlap, we may side with anyone, anytime for a specific operation but it will be to our benefit with a side affect of benefiting others. We are Independent by definition not by the authority or cooperation of/with the Alliance.

Being that our lore becomes property of fdev once in the game, if we have to stick with it then so be it, would just like to know. Our figurehead being in the Council would be there because our interest in Independence and would politic towards the Alliance allowing true independence from outside laws/rules from a Prime Minister not native to or familiar with the systems he "rules" over. Wouldn't want any Council to be an echo chamber of identical ideals.
We would, of course, still be bound to being called to action by the Alliance if our figurehead ordered us to do so.

Fdev said that they curate the player made info and that it is seen as semi-canon.
I mean if its in-game its canon to a point , I guess I could look at is as a in-universe propaganda and so on.

Thank you for the info.
