Did a great wad of missions for them, saw zero progress when I handed them in. Is progression especially difficult with these guys, or am I just woefully underestimating the time it will take to become allied?

Some of the missions only give you +1 rep others, such as passengers will give +3 so pick carefully.
But as others have said go do a 5k run and drop off the data there. Job done and Palin to boot. Just make sure you get the invite before turning around.
Oho.. That's very useful to know. Thanks a lot!Anything that earns you a profit in a Sirius Corp owned station (except smuggling now) will gain you reputation. Missions is the slowest way to become allied, unless you can regularly stack 20 missions.

The faction status meter sometimes needs a little time to catch up. But the easiest (for me) way to get a good faction rep if I'm in a hurry is to look up one of these "road to riches" lists (I like this one) and dump a few million Cr. of exploration data in their laps.
I hate road to riches and other such lists that try to tell me where to fly. Defeats the purpose of ED.
Agreed with all of the posts here, that's how I did it! Worth noting though that you won't even get the initial message from Palin until you've unlocked Qwent to level 3, so don't worry about not receiving the invite, just keep an eye on how far you've travelled from your starting system in your stats in your right-hand panel; I went about 100 ly beyond the 5k just to be certain. Then when you've unlocked Qwent far enough you should get the first message, and logging out/in should result in the invite following that. o7!
Edit: personally I found it more of a PITA to get the modular terminals to unlock Qwent than I did doing the 5k to unlock Palin!
