USS Threat Level out of whack?

I've just started engineering so I'm hunting around for USS instances more than usual. I usually steer clear of anything with a threat level more than 1 (which invariably only contain novice-level wanteds and usually at least one cop), but today after an adult beverage or two I plucked up the courage to drop in on a level 2 distress call (expecting perhaps a small mob of novices or maybe a competent).

I dropped right in the middle of a destroyed ship surrounded by a whole wing of six (!) expert and master level pirates (one a conda)... Fortunately I had no cargo, so I got scanned six times, they b***hed and moaned and then jumped out.

What the hell should I expect in a level 4 USS?

Sometimes you can get much more resistence in a uss than expected, you can even be ambushed in a lvl0 uss. Normally a lvl2 woukd be one competent, or two tiny novices and such. Dont be afraid to try again!
 
Threat level not to be trusted blindly. You still can get a nasty surprise - this is intentional mechanic, otherwise there will be no risk at all as you can simply avoid everything which looks remotely bad.
 
I haven't ever come across an NPC that will attack just for the hell of it - is that even possible? I usually feel pretty safe without cargo because pirates invariably just ignore me. Would add some extra pucker factor if there was a small chance of coming across a complete psycho once in a while.
 
I am pretty sure I was attacked and interdicted without cargo some times before. Was in RES then some NPC dude just started shooting at me. It was pretty rare though - and I am not sure if it still a thing.

Rare but possible. Havent happened to me in a while though...
 
Another thing is with the USS is other ships may show up as you are jumping in. They just don't count as the initial threat warning. I've had that happen or other ships showing up right as I'm scooping up mats...

Yeah I've seen that too. This time when I dropped in and saw so many on the scanner (and it being a high security system), I thought: "cool, lots of system ships to help out". Then nearly lost it when the first target showed "expert, wanted, in wing (1/6)"!
