Engineers - first approach looking good...

My problem is that I can't collect properly. The 1000-unit cap is pretty low when you factor in all the different things that need it. Collecting stuff is fun, so many games realize that, and at least give lip service or make things possible, somehow.
Write a shopping list of the mods you want, then create a detailed list of the materials you will need. EDEngineer mentioned above is great for this.
With 1000 you can easily have enough to fully engineer a large ship with plenty to spare, even if you factor in buying specials.

You wrote you knew eddb. Learn to use it :).

From the start page, select Bodies. On the Bodies page, enter/select Arsenic in the Material Finder field. Optional: enter/select your current location in the Reference System field. Even more optional: set any other search criteria you like. Click on Find Bodies. When the search is complete, click on any of the column headers to sort accordingly.

If I do this, with Sol as a reference system, I find 200 planetary bodies where you can find Arsenic within 27 ly of Sol. After that, I stopped counting - there's a further 337930 landable planets providing Arsenic in the database, though.

Another search: Felicity is on Decit 6A. Both Deciat 6D and Deciat 6F have a 2.5% Arsenic content.

Can't say I'm impressed with Arsenic drop rate. At least I have plenty stuff to refuel, rearm and repair my SRV. Looks like I'll pay a visit to those 2.5% Arsenic planets... But 16t of Meta Alloy swill sweaten my sour mood.
 
Barnacles used to be an excellent source of rare and ultra rare mats. They nerfed it when they introduced the bases. You are better off doing normal planet prospecting
 
Aside from ranking up Engineers, I don't think I've ever made more than 2-3 rolls for an upgrade. I don't insist on those impossibly perfect outcomes. I'll take some flaws to offset a good jump range, or damage output, or shield resist.

I've never had any issues with materials either - sure, sometimes I run out - engineering 5 packhound launchers all with G5 High Capacity and Overload ate a lot of materials gaining back favors, but that's an exception, not a rule. I tend to pick up materials as I happen on them, and for the most part don't keep more than 20 of any given type - which is more than enough. Going G1 to G5 takes a total of 12 rolls, 3 1's, 3 2's, 3 3's, and 3 4's. Usually half a dozen of any one material to get there - and most times I can find that many in a single instance, sometimes more (Imperial Shielding is pretty common to see 15-18 at a time).The only particularly elusive material I know of is Polonium, as metallic meteorites are the only place I've ever found any (a total of 6, and I've still not used any), and that's been all of once and I wasn't even looking for it.

No, but it's pretty good.

OP might have better luck on Deciat 1 (1.9%/ *metal rich body*) or Deciat 4(2.1%/*high metal content body*) instead of Deciat 6D and F(2.5%).

I think an efficient way to get Arsenic is to just mine a metal rich ring (ideally pristine). Why is this efficient? Because you're unlocking Selene Jean at the same time.
 
Easy Meta-Alloy:

(1) Equip an SRV hangar and SRV.
(2) Fly to Hyades Sector AQ-Y d81 C 2 (Hyades Sector AQ-Y d81, Star C, planet 2). It's only about half-way to Maia. HONK each system as you go to collect the exploration data.
(3) Once you reach the destination system, ignore all Unidentified Signals Sources (USS) along the way from the star to the planet. Just saying. They're all alien flower-ships (Thargoids). Yes, it's over 130,000 LS. Suck it up, buttercup.
(4) There are several Barnacle sites on this planet. Navigate your ship to ground coordinates 14.3738, -151.7665 (This is the site I used).
(5) Land at the Barnacle site and deploy the SRV.
(6) First, Scan the Barnacle from the SRV. This will add the Barnacle Site to your Navigation Panel so you can find it again later if needed.
(7) Find a nice, big Meta-Alloy hanging on one of the big spikes surrounding the Barnacle. Usually the biggest "fruit" you see is a Meta-Alloy.
(8) Shoot the spike until it disintegrates and drops the Meta-Alloy onto the ground.
(9) Target the Meta-Alloy (it might target as "mining fragment") and scoop it up using the SRV cargo scoop. Check to make sure it now shows as a Meta-Alloy in the materials section of your SRV Inventory.
(10) If it is a Meta-Alloy, return to your ship, recover the SRV and LEAVE THE SYSTEM IMMEDIATELY to avoid alien hyperdiction. Optionally, if you think it is worth the risk, keep shooting spikes and collecting Tharg materials. Meta-alloys are valuable when sold at Commodities Markets! If it is NOT a meta-alloy, keep shooting spikes and collecting the fruits until you get a meta-alloy.
(11) Return to Deciat, HONKing each system along the way to collect more exploration data.

If you have not yet received the invitation from Felicity Farseer you can easily raise your exploration rank to Scout by selling the exploration data collected on this trip at Garay Terminal in the Deciat system. If you have already received the invitation, skip Garay Terminal and go directly to Farseer, Inc. Once you donate your meta-alloy the Universal Cartographics at Farseer Inc. will unlock and you can donate your exploration data directly to Felicity. She likes that, it raises your status with her.

Hopefully you have already collected all the materials needed for your desired modifications. If you are playing on a PC ED Engineer is a great, free application that tracks all your mats and tells you what modifications you can get and what you need to collect to get them.

I started a new account two days ago and have already upgraded to a fully A-rated Cobra Mk. III, unlocked Felicity and partially modified my ship Nag (named for a historic cobra from Rikki Tikki Tavi). o7

I fave Felicity unlocked for almost a year. In the 1Q of this year, after I got my DBX I went for a serious exploration trip, with a strong dedication to see Sag*A. I made mere 5k LYs towards my destination when I decided to call it and went back. This trip alone gave me Farseer unlocked + few M Cr + allied with my "home" system + large exploration rank increase.

Few days ago when I decided to tap into Engineers I planned beforehand and gathered nearly 30M in exploration data, just to jump into G5 rolls. So right after donating I unloaded those data and bam - G5 rolls available.

(6) First, Scan the Barnacle from the SRV. This will add the Barnacle Site to your Navigation Panel so you can find it again later if needed.
Didn't know that, thought I need to manually find exact coord when re-visiting. Thanks for the tip. In general I'm quite familiar with meta-alloys. Searching for Arsenic I was shooting even those tall spikes, knowing that they contain meta-alloys only. But hey, 88k per one and I have full cargo of that stuff. My first meta-alloy search failed so I bought one in Maia. Current harvest will cover my expenses and throw some extra.

And, as a Explorer by choice, I always honk at arrival.

So, I finished material farming, got 36 of each required for G5 FSD roll. Within 10 rolls or so I got +46 optimized mass and +5% max fuel per jump. I also gathered materials for 15 G3 Surface Scanner roll. Blown almost everything but got like 40% speed boost.

Then I outfitted my Asp for exploration duty. Right panel says 51/52,9 LY range (went up from 29/31 stock). Went for long awaited Sag*A, yesterday evening made 4.800 LYs already. Average jump was 46-48 LYs. Bit under those panel 50 LY. Anyway, I'm happy with the current results - lightyears add pretty fast, occasional planet scanning goes much faster, even with just G3 mod, 6A fuel scoop (878!) makes refuelling easy. Looks like I will see Sag*A after all...

About Engineering and materials gathering - final notes
- Arsenic: despite picking not the most optimal method it was rather interesting. I have visited alien site, encountered alien ship (twice) which was awesome experience, gathered lots of other materials that are useful.
- Chemical Manipulators: went after one guide and planetary pick up. Results were... unimpressive, to say the least. After about an hour I left and went for a Tanker. Interestingly, the Tanker was absent where it should be. Good that YT guide had an update. Quick relocation and another hour later I had what I wanted.
- Datamined Wake Exceptions: the easiest and least immersion-breaking experience. As guide said - distribution center in famine system. Came with cheap wake scanner and had to fly here and there. Withdrawn and came back with the best scanner. 2km range increase but so much convenience. Just sit and scan, pretty literally.

Overall it wasn't as bad as I expected but still I have 2 major griped about it.
1. atrocious drop rate and forced need to change modes. Although it's not considered exploit but it felt plain wrong having to change modes just to see required item present (or not). True for arsenic and chemical manipulators.
2. 3rd party reliance. I know it's a sandbox but hey - If I'm required to refer to outside the game database/guide/forum just to get knowledge where to find basic stuff then there's something wrong with the game. You can't fight the RNG but searching for info where that RNG is present feels bad.

A bit insulting is RNG tied with roll itself, on top of difficulties from material gathering. But that was discussed already. I spent 4 days just gathering enough materials for 36 rolls (one may say it's long, other may say it took just 4 days for good roll). I was lucky enough to get good result within 10 rolls so I have few tries for bigger ship's FSD already. I may gather some more, just in case when I get back from my exploration.

In my eyes Engineers are valuable due to massive upgrade they provide. But gathering materials and playing the roll lottery makes it feel a bit biased towards too much effort compared to reward.
