Is it better to go legit when buying cargo or tackle the black-market game and deal in weapons and narcotics?

That depends on your skill as a pilot.

A lawful pilot only has to contend with pirates.

A non-lawful pilot has to contend with bounty hunters, police and paranoid stations intent on blowing you up as you fumbled the controls and accidentally fired inside skimming the paintwork and causing what 5 credits worth of damage but rather than accepting it as a genuine error the station controller wags their finger screaming "oh no you didn't" as they press the kill button ... *cough*

(I discounted psychopaths as both pilots have to deal with them )
