Powerplay: PvP 'Power Bonds' should be able to be spent on Fortification or Expansion

Destroying an enemy Commander in PvP should generate a Power Bond that the receiving Commander can choose to spend on either Merits, Fortification, or Expansion. The Power Bond should be worth more if invested in Fortification or Expansion.

This would make the time spend in engaging human Commanders more worthwhile from a Powerplay perspective plus Commanders who are not interested in Power Commodity transporting will be able to participate more fully in the process of influencing the galaxy, and it also adds another tactical option for the deployment of a Power's team members.

I'm not sure this would do anything other than encourage more Cmdrs to fly in Solo/Group.

How would such a feature be made resilient to players from opposing Powers colluding to generate uncontested bonds?

One way would be to make the size of the bond proportional to the rebuy cost of the destroyed ship, and a bit less than the amount of merits gained from spending that rebuy cost instead on fast-tracking cargo. It'd then be more effective for the person volunteering to be blown up to instead switch sides and haul cargo ... but someone getting a genuine kill (at least of the bigger ships) nevertheless gets plenty of merits faster and cheaper than they normally would have.
