Stolen goods - Noob question

OK, so flying around outside a station I noticed some cargo floating around.

I though I'd pick some of it up.

When looking at my list of cargo I then noticed "STOLEN" next to each item.

While looking for my bind to jettison it, I was scanned and immediately fired upon and blown up

Is anyone able to clear up the scenario(s) with cargo? Are other people's cargo alway inherently "stolen"?

If you do get scuh cargo, how do you get rid of it?

Thanks!

If you have stolen goods, warp away as soon as you're scanned. Unless you are in a slow moving hunk of junk, you should be able to get away.

For selling them on, you need to sell on the black market, which is available under Contacts when docked.

Ahh! And if you sell them on the black market, is that the end of it? It's as if it never happened? ie: Nothing on your record etc?

Are all goods you pick up (via scoop) stolen?

Yep, once it is sold, its gone. In essence you have fenced the stolen goods, however you get less credits for each item as they are 'hot' goods :)

Took this from the DDF Death Penalty Rules http://forums.frontier.co.uk/showthread.php?t=5323&highlight=stolen+cargo

If the attack was a criminal act:

Cargo collected by anyone other than the commander is flagged as stolen goods
The perpetrator is placed in the “all group” for some game-time duration
The perpetrator has a bounty placed upon them, based on the ratings of ships involved in the attack
Commanders can explicitly become allies with each other, which confer special benefits and penalties:

Allies can pick up cargo spilt from other members’ ships without it being flagged as stolen goods
Only cargo ejected after commanders become allies is treated this way
Allies in the same location gain the same criminal status and penalties for acts any one of them commits

Yep, once sold you no longer can be scanned for stolen goods. In Frontier, you would occasionally come across cops dealing as black market traders. I would expect them to make an appearance at some point.

I think all floating pods are marked as stolen. Certainly all pods I have scooped are.
