Am I missing something or is there a trick to getting one of there missions to spawn. Been working on getting the rank for the Cutter and I've been stuck at 100% Earl for days. Any suggestions?

Which system are you in? You'll likely need to try another Imperial system to spawn the mission to gain rank. I had the same problem, but can't recall where I went to get the Navy mission.
Only certain stations give those ...what station are you working in?
also you can save and exit to move from open, Private to solo and back checking th boards on each session change for extra missions.

So it turns out it was giving me the missions I was just in too big of a ship to accept it. So once I got a smaller ship I am now Duke
pfft ... half the story , what stations are those then ?
I don't have a list but I use external resources often by means of a Forum, Google or Bing web search.
I don't know of a website that lists all the stations those mission can occur within, however there are a few guides on which systems other commanders used to rank up in.
The most important logic to apply is being allied or higher at the specific station and I'd suggest being in a small - medium ship with cargo of 16 or more.
Always scroll down the mission board as the missions only show once you reach the rep per line on the board. As an example, you may need to be just below the next to last bar depending on the station. Its only going to show in a line that has the logo to the right.
I personally use the latest suggestions for rep grinding as things could've changed since I did mine.
Search Fed or Federal rank grind
Ceos -> Sothis
Search Empire rank grind
Wu Guinagi / HIP 10716Dock at Ziegel and take all the Data missions towards Van Royen outpost + all the surface scan missions by refreshing from Open - Private - Solo. (Same logic applies to Fed grinding but diff station names.
dont believe i need to go to Ceos -> Sothis .. seems too far for a local station - any other ideas?

I literally provided the best 2 systems above but your comment reads as you desire other suggestions. I've completed up to Prince for the Imperial ranks and I'm just a bit below obtaining the Fed Corvette (Post Commander/Post Captain) but had no desire to keep gaining ranks. That's the 4 systems I used for ranking and those are the most efficient as of 2017 that I've read and utilized.
I don't play on PC so many of the guides come from folks on PC using API or other stuff. I rely on 3rd party sites to play this game so that's the best information I can offer. Outside of this specific request I use this site - https://inara.cz/ where you can search alliance systems by distance from a system....as an example below of Fed & Imperial system in the bubble....within Sol radius. The thing is not all of these may offer rank missions. I doubt most people test each because there is a simple method already which is 95% accurate......You're welcome to try any of the below or use that site and search based on the system you're in.
-Pick one and stick with it until you know if works by ranking up local rep......OR use the above info I shared from other commanders guides.

Yesterday I finished Imperial Navy ranks grind and finally bought my cutter. I was doing it in HIP 8758 <-> HIP 8444 by data missions. There is a lot of donation missions too. I didn't have any troubles with promotion missions. It appeared amost immediately after reaching 100% of rank.

But im still locked at baron , for the empire - allied with all the local factions too .... bah annoying to say the least .
If you've tried a control system and completed a few missions for Empire factions after hitting 100%' submit a support ticket. OP discovered what I think is the main culprit of the missing rank mission: It's 1 you can't take for some reason. Be sure to check missions you aren't able to take.
Or just use the systems everyone else uses that isn't bugged...often times you may need to do a mission link to get the next that may be on the board or in your inbox. Again...things have changed since I did mine, but from experience of being stuck for months, it was resolved by going to another station that was used by many others. its worth the driveout especially considering how this works now after the updates.
