How to find chemical manipulators now?

Find a system in Famine, go to one of the Distribution Centers (you will see them in your Nav Panel).

Scan the wakes of the ships jumping out, might take a bit to get however many you want and/or need. You will get other data while you are there, some of which you might also want.

I recommend a fast, nimble ship, but any will do the job.

Edit: My bad, reading failure. Forget the above, unless you are looking for Datamined Wake Exceptions.

DavMart is where I get Chemical Manipulators, unless Frontier stealth-nerfed it in the last week or so.

Actually this is of some use OP. Do what he said (fly to distribution centres in systems where the controlling minor faction is in a famine state) only instead of scanning the wakes of the ships that jump in, blow up the T-9s that are sat there providing supplies. Obviously, do this in an anarchy system...

Dav's Hope is hit and miss. Best I've had there is two lots of chemical manipulators on my first drive round the circuit, worst I've had is over 25 relogs without getting any.

I believe the mega ships like the tanker mentioned above are the best way of all now but unfortunately there's no way to tell where they are using in-game resources (because that would be both useful and easy) and the Canonn website wasn't working last time I looked at it.
 
I visit an old mining base, they are just lying there to he picked up. I will check when I get home which system it is etc
 
Dav's hope worked for me, but it took a LOT of relogs. They were absent for the first several rounds, but then started coming. Only one (3) CM per pickup and I went right back to my ship instead of checking everything else out. The CMs were on the left side of the route, so don't waste time driving to the right.

Step2: find a res site or USS with transport ships (type 6, 7, 9)
Step3: blow them up
Step5:???
Step6: profit?!
 
Fly to Tollan 1A, there is a Naptha Class Tanker there, simply pull up to it, and check contacts, you will see a mess of materials just floating about, chemical manipulators galore! Be CERTAIN to bring some collector limpets and don't forget to game switch (collect a bunch of manipulators, log off live switch to solo, rinse repeat!)

Note that the tanker follows a flight plan. It was at Tollan last week when I farmed there though.

Yeah I always find that these are easy to get? Combat Aftermath USS seem to spawn fairly commonly and I’d say almost half of those will have Chemical Manipulators in them.
 
I was out at Dav's Hope there last night. Zero Mat's, nothing. Logged out 3 times, nothing. Revisited it 2 hours later, still nothing. Not a single MAT of any kind. Did a google search and apparently this has been nerfed/patched.

Definitely wasn't nerfed in 2.4, or indeed as at the last update which was 2.4.09; it's only about two weeks since I was there and materials were plentiful as ever. What they did nerf was the scannable data point that was spraying CIF out for fun with every relog, I think it stays scanned for a fortnight now like other planetary base data points.
 
A vote for using EDDB.IO and going to anarchy outbreak systems with high population, go to the convoy beacons and show those T9 space cows no mercy. Not every system will have the convoy beacons and you may have to fly close to the planets to see them (within 500 LS) but if you hit the high population ones it isn't usually too bad. Make sure the minor factions aren't at war or civil war though or you'll find combat zones instead. Bring lasers so you don't run out of ammo. Log out and back in when you're out of cows (or supercruise and then back again).

They produce other useful materials too, I've visited them. Any a time and am getting ready to do so again.

Definitely not nerfed.. That's where I got all my chem manipulators, not to mention a load of other stuff. My guess is you were there in "open" when another person was there who had hoovered up the stuff before you logged in each time.

No one was there when I got there (someone showed up while I was there) and I even returned 2 hours later, nobody there.

Well then, I don't understand what went wrong for you or that reddit post. I was there last week and picked up around 30 Chemical Manipulators. In Fact I'm going to do what I said I wouldn't do and boot back into windows. I'll go and check to see if you're right. But I only started playing again AFTER patch 2.4 and I most certainly picked up a lot of mats there very recently. I may even have a recent screen shot!
